The Arkansas Homeowner Assistance Fund (HAF) is a federally funded program helping Arkansas residents who are behind on their mortgages, electricity, gas and/or internet payments.

HAF offers both Mortgage Assistance, which provides funds to eliminate or reduce past due payments, and pay up to six (6) monthly mortgage payments, or Principal Assistance to help a homeowner achieve an affordable payment, and Utility/Internet/Broadband Payment Assistance, which provides funds to resolve delinquent payments for utility and/or internet access services, to low- to moderate-income homeowners impacted by COVID-19.

Program Funds are limited. Assistance is available on a first-come, first-served basis. Apply now to reserve funds for your household while the program is still accepting applications.

Effective April 29, 2023, The Arkansas Low-Income Housing Energy Assistance Program (LIHEAP) Summer Session Assistance Program is closed. Applicants for the HAF utility assistance program will not be required to apply for LIHEAP before applying for HAF benefits during this time. 

Effective January 9, 2023, The Arkansas Low-Income Housing Energy Assistance Program (LIHEAP) Winter Session Assistance Program is Open. Applicants for the HAF utility assistance program will be required to apply for LIHEAP before applying for HAF benefits during this time.

The Arkansas Homeowner Assistance Fund is administered by the Arkansas Development Finance Authority.

  • Valid Identification for Application (and spouse/co-borrower, if applicable)
  • Federal Tax Return for Applicant for Year of Hardship (and spouse/co-borrower, if applicable)
  • Proof of Homeownership
  • Mortgage/Utility/Internet Statements Displaying Delinquency

This is a requirement to pre-qualify for Utility Payment Assistance under HAF.
