We take allegations of Fraud, Waste & Abuse very seriously. Reports can be filed online or by phone, fax, and mail.

  • Please beware of potential scams. Phishing scams have become prevalent during the pandemic and have put homeowners seeking help at risk. It’s important to understand these types of scams and how to avoid them. All Arkansas HAF information will be posted on this website and clearly communicated via official Arkansas HAF and ADFA channels. To ensure any communications you receive are legitimate and trustworthy, you can contact our Call Center at 888.698.0964, Monday through Friday from 8 a.m. to 5 p.m., to confirm.
  • If you believe you were approached by bad actors posing as Arkansas HAF representatives requesting your personal information, please submit a Fraud, Waste and Abuse Form or contact us by phone, fax, or mail. For more information about mortgage scams and how to report fraud, visit the Federal Trade Commission or the Consumer Financial Protection Bureau.

The Arkansas Homeowner Assistance Fund is administered by the Arkansas Development Finance Authority.

If you are looking to apply for Utility Payment Assistance but have not yet applied for the Low-Income Home Energy Assistance Program (LIHEAP), please visit the Arkansas Energy and Environmental Quality website for program information and instructions on how to apply. This is a requirement to pre-qualify for Utility Payment Assistance under HAF.
